1- What is net neutrality?
Net neutrality is the principle that internet providers treat all web traffic equally, and it’s pretty much how the internet has worked since its creation. But regulators, consumer advocates and internet companies were concerned about what broadband companies could do with their power as the pathway to the internet blocking or slowing down apps that rival their own services, for example.
What did the government do about it?
The FCC in 2015 approved rules, on a party-line vote, that made sure cable and phone companies don’t manipulate traffic. With them in place, a provider such as Comcast can’t charge Netflix for a faster path to its customers, or block it or slow it down.
The net neutrality rules gave the FCC power to go after companies for business practices that weren’t explicitly banned as well. For example, the Obama FCC said that “zero rating” practices by AT&T violated net neutrality. The telecom giant exempted its own video app from cellphone data caps, which would save some consumers money, and said video rivals could pay for the same treatment. Pai’s FCC spiked the effort to go after AT&T, even before it began rolling out a plan to undo the net neutrality rules entirely.
A federal appeals court upheld the rules in 2016 after broadband providers sued.
What telcos want
Big telecom companies hate the stricter regulation that comes with the net neutrality rules and have fought them fiercely in court. They say the regulations can undermine investment in broadband and introduced uncertainty about what were acceptable business practices. There were concerns about potential price regulation, even though the FCC had said it won’t set prices for consumer internet service.
What Silicon Valley wants
Internet companies such as Google have strongly backed net neutrality, but many tech firms have been more muted in their activism this year. Netflix, which had been vocal in support of the rules in 2015, said in January that weaker net neutrality wouldn’t hurt it because it’s now too popular with users for broadband providers to interfere.
What happens next
In the long run, net-neutrality advocates say undoing these rules makes it harder for the government to crack down on internet providers who act against consumer interests and will harm innovation. Those who criticize the rules say undoing them is good for investment in broadband networks.
But advocates aren’t sitting still. Some groups plan lawsuits to challenge the FCC’s move, and Democrats energized by public protests in support of net neutrality think it might be a winning political issue for them in 2018 congressional elections.

Net Neutrality का मतलब है कि इंटरनेट पर आम आदमी हो या बड़ी कंपनी या फिर सरकार सबको बराबर मौका मिलना चाहिए. इंटरनेट की इसी खूबी के चलते यह अभिव्यक्ति की आजादी का मजबूत माध्यम बनकर उभरा है. लेकिन, कुछ टेलीकॉम कंपनियां कुछ वेबसाइटों को फ्री या तेज स्पीड देकर बाकी वेबसाइटों का रास्ता बंद करना चाहती हैं. जबकि, Net Neutrality के हिसाब से इंटरनेट पर हर वेबसाइट को बराबर स्पीड और बराबर मौका मिलना चाहिए. ऐसा नहीं कि टेलीकॉम कंपनी से टाई अप करने वाली वेबसाइट तो एकदम खुल जाए और बाकी वेबसाट स्लो हो जाएं. टेलीकॉम कंपनियों की यह लॉबिंग कामयाब रही तो इंटरनेट की आजादी खतरे में पड़ सकती है.
दूरसंचार आयोग ने इंटरनेट के मामले में भेदभाव नहीं होने को लेकर नेट निरेपक्षता यानी नेट न्यूट्रैलिटी नियमों को मंजूरी दे दी है. ये नियम सेवा प्रदाताओं को इंटरनेट पर किसी सामग्री और सेवा के साथ किसी प्रकार के भेदभाव पर रोक लगाते हैं. हालांकि, रिमोट सर्जरी और स्वचालित कर जैसी कुछ महत्वपूर्ण सेवाओं को नेट निरपेक्षता नियमों के दायरे से बाहर रखा जाएगा. दूरसंचार सचिव अरूणा सुंदरराजन ने कहा, ‘‘दूरसंचार आयोग ने ट्राई की सिफारिशों के आधार पर नेट निरपेक्षता (NetNeutrality) को मंजूरी दे दी. ऐसी संभावना है कि इसमें कुछ महत्वपूर्ण सेवाओं को इसके दायरे से बाहर रखा जा सकता है.’’ लेकिन, आसान भाषा में समझें तो क्या है ये नेट न्यूट्रैलिटी?
क्या मिलेगा इंटरनेट का अधिकार
भारत में नेट न्यूट्रैलिटी पर डिबेट जारी है. सरकार बार-बार भरोसा दे रही है कि देश के हर नागरिक को इंटरनेट का अधिकार है. उसका मकसद डिजिटल इंडिया को बढ़ावा देना है, ऐसे में वह नेट न्यूट्रैलिटी से कभी भी समझौता नहीं करेगी. दरअसल, इंटरनेट पर न्यूट्रैलिटी को लेकर चर्चा तो कई महीनों से चल रही थी, लेकिन यह सुर्खियों में तब आया जब ट्राई में मोबाइल ऑपरेटरों के दबाव में इंटरनेट कंटेंट पर चार्ज लगाने पर इंटरनेट यूजर्स से फीडबैक मांगा. एक बार फिर से नेट न्यूट्रैलिटी को आम आदमी की भाषा में समझते हैं.
नेट न्यूट्रैलिटी को कैसे नुकसान?
इंटरनेट प्रोवाइडर्स पहले भी Skype जैसी वीडियो कॉलिंग सर्विसेज के लिए अलग से चार्ज लेने की बात कर चुके हैं. क्योंकि उन्हें लगता रहा है कि इस तरह के प्रोडक्ट्स उनके वॉयस कॉलिंग बिजनेस को नुकसान पहुंचाते हैं. यही नेट न्यूट्रैलिटी के कंसेप्ट के खिलाफ है जो सभी ट्रैफिक को बराबर तवज्जो देने की बात करता है.

Telecom Commission (TC) today approved net neutrality rules which bar service providers from discriminating against Internet content and services by blocking, throttling or granting them higher speed access.
Some mission critical applications or services like remote surgery and autonomous cars will however be kept out of the purview of net neutrality framework. “The Telecom Commission (TC) today approved net neutrality as recommended by TRAI expect some critical services will be kept out of its purview,” Telecom Secretary Aruna Sundararajan told reporters here.
The Telecom Regulatory Authority of India (TRAI) had recommended restrictions on service providers from entering into agreements which lead to discriminatory treatment of content on the Internet.
TC also approved the new telecom policy - National Digital Communications Policy 2018 - for seeking approval of the Union Cabinet, Sundararajan said.
“Everybody in the meeting today said that digital infrastructure is even more important than physical infrastructure for India... CEO of Niti Ayog (Amitabh Kant) said that for...districts, we must ensure digital infrastructure is provided at the earliest. Therefore, India must have ease of doing business and enabling policy environment,” she said.
An official, who was part of the meeting, said that the TC has approved installation of around 12.5 lakh WiFi hotspot in all gram panchayats with viability gap funding of around Rs 6,000 crore by December 2018.
